Update on the officer-involved shooting at Capitol and Myrtle

The Boise Police Department released this statement on Friday.

The Ada County Critical Incident Task Force (CITF) continues to investigate the officer-involved shooting near S Capitol Blvd & W Myrtle St on Oct. 27, 2021. The adult male subject injured in the incident was rushed to a local hospital and is in critical condition.  Information provided about the incident in this news release is considered preliminary pending the results of the CITF investigation.

At this time, information available shows officers were searching for the subject because of reports that he was going to jump from an overpass or tall building.  The subject also had an active warrant for his arrest.  As officers approached the subject in an open lot to talk to him, information shows officers were presented with what they perceived to be a deadly threat.

The officers involved are identified as Officer M. Jacobs, a 14-year police veteran, and Officer C. Snodderly, an 8-year police veteran.  They are on paid administrative leave, which is standard procedure following a critical incident.

With the ongoing investigation, we are limited on the amount of information we are able to release about the incident. Investigators and prosecutors have a duty to maintain the integrity of the investigation and not publicly release information that could taint any additional interviews from officers or witnesses.  We are following recommendations from CITF investigators and prosecutors who are concerned that publicly announcing a detailed series of events before it can be confirmed by investigators and reviewed by the prosecutor could impede due process.

Crisis Intervention Training: All Boise Police officers have received Crisis Intervention Training which includes lessons in verbal de-escalation, interviewing techniques for special victims and use of force options with people in crisis. BPD also staffs a Behavioral Health Response Team (BHRT) as part of an ongoing effort at the Boise Police Department to better assist those facing a mental health crisis and connect them with needed social services. The BHRT consists of two sworn Behavioral Health Officers and two civilian Mental Health Coordinators. Together they are responsible for a number of duties including responding to related calls for service, developing training and policy for officers and coordinating with community partners.

Previously Released: October 27, 2021

At 5:05 pm Ada County dispatch was provided information about a suicidal subject threatening to jump off an overpass or building.  Officers working in the downtown area had previous contacts with the subject and were aware of his criminal history. Officers began searching overpasses and downtown to perform a welfare check on the subject.  At 5:30 pm Boise police located the subject at Capitol and Myrtle.   Preliminary information indicates that as officers attempted to contact him, officers perceived a threat and discharged their weapons. Officers immediately began life-saving measures and called for emergency medical assistance. The subject was taken to the hospital with life-threatening injuries.  Officers were not injured.

Officers have the scene secured and no major roads are closed in the area. At this point, we are still conducting an investigation and we have very little information.  There is no ongoing threat to the public.

The Ada County Critical Incident Task Force led by the Garden City Police Department is investigating the incident.  Any on body video will be reviewed as part of the investigation. The information in this news release is considered preliminary pending the results of the CITF investigation.

As with all critical incidents, The Boise Police Department will also conduct an internal investigation.  There will also be a separate investigation conducted by the City of Boise Office of Police Accountability.
